Ticket to Work
The Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA) is
landmark legislation with the potential to positively affect thousands of
persons with disabilities who wish to enter or re-enter the workforce.
The Capstone Group has been involved in TWWIIA activities and initiatives at
the local, state, regional, and national levels since its passage by Congress in
December, 1999.
One of our first projects was the "Ticket
to Work and Work Incentives Improvement Act of 1999, The Medicaid 'Buy-In'
Program - A Cost and Feasibility Study" conducted
under contract with the Florida Agency for Health Care Administration. This was
a comprehensive study of the public policy implications for implementing a Medicaid
Buy-In program in the state of Florida. The completed study was well
received by the Office of the Governor and the Legislature. As a result,
Governor Bush included the program in his recommended budget for FY2001-2002 and
the Legislature subsequently passed legislation and appropriated funds to
implement a program in Florida. The Agency for Health Care Administration
has begun developing requisite administrative rules and policy for the program
which is currently scheduled to begin in April,
2002.
At the regional level, we have partnered with the SSI
Coalition in Chicago, IL to form a work group among the Centers for
Independent Living and other disability organizations and advocates in the
Southeastern states. This initiative is directed toward facilitating the
sharing of information, education, and coalition building leading to the
implementation of TWWIIA initiatives in each of the respective states.
